The University Governance and Management

The governance and management of Yerevan Gladzor University is carried out in accordance with the legislation of the Republic of Armenia and YGU’s Charter, based on the principles of autonomy, and combining both individual and collegial governance and management. The University’s operations are directed through the authority of the Founders, the Academic Council, and the Rector.

The Academic Council of Yerevan Gladzor University (hereinafter referred to as “the Council”) is a governing body, chaired by the Rector that coordinates the University’s academic, scientific, scientific and technical activities. Its operations are regulated by the legislation of the Republic of Armenia, YGU’s Charter, internal regulations, as well as other governing normative acts. The Council addresses issues related to the organization of educational and methodological, scientific and research activities, as well as the organizational work of YGU’s structural units.

Regulations

I. GENERAL PROVISIONS

  1. The Academic Council (hereinafter referred to as the Council) of Yerevan Gladzor University (hereinafter referred to as the University) is a governing body chaired by the Rector, coordinating and regulating academic, scientific, scientific and technical activities. The Council’s operations are grounded in the legislation of the Republic of Armenia, the University's Charter, present Regulations and other internal normative acts.
  2. The Council resolves issues related to the organization of educational and methodological, scientific and research activities, as well as the organizational work of YGU’s structural units.

II. GOALS AND OBJECTIVES OF THE COUNCIL

Goals of the Council:

  • Ensure the  effective governance, management and administration and of the University
  • Enhance the quality  and effectiveness of academic, scientific and research activities;
  • Effective  localization of international legal norms and principles in the field of education.

 

Objectives of the Council:

  • Contribute to the University governance and management through the engagement of subdivisions heads, students, as well as academic and teaching staff;
  • Maintain the smooth and consistent operation of the University; define and prioritize strategic and developmental directions.

III. FUNCTIONS OF THE COUNCIL

The Academic Council of YGU:

  • Approves its own internal regulations;
  • Approves the charters, regulations and internal operational procedures of the University’s subdivisions, based on the Rector’s recommendations;
  • Approves professional educationa lprograms;
  • Carries out monitoring of professional educational programs;
  • Discusses the University’s strategic and long-term directions; hears scientific reports on the results of the most important scientific and research, as well as scientific and methodological activities carried out at the University,
  • Approves the Rector’s annual academic, scientific and financial reports;
  • Approves dissertation topics and appoints academic supervisors;
  • Grants approval for admission to a postgraduate program and for the registration as a PhD applicant at the University;
  • Nominates candidates for academic titles (Associate Professor and Professor) to the Supreme Certifying Committee;
  • Submits proposals to the authorized state body for the implementation of educational programs in new fields of specializations;
  • Exercises additional responsibilities related to scientific and research, as well as academic and methodological activities as defined by the University’s regulations.

IV. GOVERNANCE and MANAGEMENT OF THE COUNCIL

  • The Council is headed by the Rector of YGU,
  • The Head of the Council is responsible for resolving the issues facing the Council,
  • The Council membership includes the Rector (Chairperson), Vice-Rectors, Scientific Secretary, Heads of the Chairs, the Chairperson of the Student Council, distinguished faculty members appointed by the Rector, leading students nominated by the Student Council (students comprise 25% of the Council), as well as other academic stakeholders in the field of science and education (should not exceed 15% of the membership of the Council),
  • The Academic Council’s meeting is considered valid with the participation of at least two-thirds of its members. Decisions are adopted by a simple majority vote of the Council members present at the meeting and are implemented through the Rector’s decrees. 

V. TRANSITIONAL PROVISIONS

  • These Regulations enter into force upon their approval.
  • Amendments to these Regulations may be made by the decision of the Chairperson of the Council.

About the Rectorate

The Rectorate of Yerevan Gladzor University serves as an advisory body attached to the Rector, which, during the intervals between sessions of the Academic Council, discusses issues related to the University’s areas of activity and submits consultative proposals to the Rector. The nominal composition of the Rectorate is approved by the Rector. Specialists from outside the University with specific expertise in relevant fields may also be invited by the Rector to participate in the Rectorate meetings. 

Regulations

The Regulations define the role, significance, authority, and responsibilities of the Rectorate within the University’s governance system. The Regulations are adopted and amended by the Academic Council of Yerevan Gladzor University.

The Rectorate is an advisory body that ensures the smooth functioning of the University between the sessions of the Academic Council and addresses ongoing administrative, academic, and operational matters.

The Rectorate Members Include:

  • Rector (Chairperson)
  • Vice-Rectors
  • Scientific Secretary
  • Heads of the Chairs
  • Head of the Academic Department
  • Heads of the Centres/Subdivisions
  • Chairperson of the Student Council
  • Chief Accountant

Additional staff members or subdivisions heads may be invited to participate when relevant agenda items are discussed.

The Chairperson of the Rectorate is the Rector.

Rectorate meetings are convened once a month. Additional meetings may be held at the request of the Rectorate members.

The issues to be addressed at Rectorate meetings are planned at the beginning of each academic year. Urgent matters are discussed during extraordinary sessions.

II. THE JURISDICTION OF THE RECTORATE

The Rectorate discusses and submits proposals on:

  • Issues related to the organization and improvement of the academic process;
  • Issues regarding the structural changes within the University;
  • Issues concerning the organization and implementation of graduation, current, and entrance examinations;
  • Issues related to the establishment or discontinuation of new specializations;
  • Issues regarding the staffing changes;
  • Issues concerning the organization and holding of conferences and seminars;
  • Issues related to the participation in grant projects and topic selection;
  • Issues regarding the students and teaching staff mobility;
  • Issues concerning the major and ongoing renovations;
  • Issues related to the improvement of educational quality;
  • Issues regarding the collaboration with other higher education institutions;
  • Issues concerning the awarding of Yerevan Gladzor University Commemorative Medal;
  • Issues related to the student dismissals and reinstatements;
  • Issues regarding the setting and changing tuition fees;

The Rectorate approves the rules of procedure of the Rectorate.

III. THE RULES OF PROCEDURE OF THE RECTORATE

  • The Rectorate meetings are chaired by the Rector.
  • The Rector opens the meeting and announces the agenda.
  • The Rectorate approves the agenda and determines the order and procedures for discussing the agenda items.
  • Decisions on the discussed matters are adopted by a simple majority vote through open ballot.
  • Minutes of the Rectorate meetings are recorded. The preparation of the minutes is organized by the Rector’s assistant, who also serves as the Secretary of the Rectorate.

IV. CHAIRPERSON OF THE RECTORATE

  • Presides over the Rectorate meetings;
  • Approves the minutes of the Rectorate meetings;
  • Oversees the implementation of the adopted decisions;
  • Convenes extraordinary meetings either independently or at the request of the Rectorate members.

V. SECRETARY OF THE RECTORATE

  • Drafts the annual work plan of the Rectorate and submits it for approval;
  • Notifies the Rectorate members about upcoming meetings;
  • Monitors the implementation process of adopted decisions;
  • Prepares and signs the minutes of the Rectorate meetings;
  • Ensures the availability of required materials related to the issues under discussion.

  

VI. DECISIONS OF THE RECTORATE

The decisions of the Rectorate are advisory in nature and may serve as the basis for decisions and orders issued by the Rector.
